Project Ownership cannot always be with the Project Manager

Project ownership was always an interesting topic to discuss with End-Users

If one regards an EPC project as having four phases:

  • Concept Phase (Business case and optioneering -selecting the right project)
  • Definition Phase (presanction)
  • Implementation Phase (EPC and pre-commissioning)
  • Handover and closeout (introducing full operation and benefits realised)

Project managers could easily have ownership during the Definition and Implementation phases as usually has been given authority over most of the resources

However this is not usually true for other before and after phases. The most one could offer to the true owner (the Business manager/sponsor) was to assist by providing planning and coordination skills
